Should minority groups be allowed to bring chaos to Thailand?

Just before Christmas the political group the PAD staged mass demonstrations and caused the shutdown of airports resulting in chaos and flight cancellations for thousands of visitors. The dispute cost the country billions of Baht in lost revenue over that period and put off visitors for the January season. From Government statistics this could cost up to 1 million jobs in the tourist industry compounding the global economic turndown.
Thai airways reported their first ever loss of 4 Billion Thai Baht and partially blamed this upon the dispute – one week of lost revenue is approx 2% of sales. The loss of 4 Billion Baht is 2% of their turnover.
Should minority groups (or any group for that matter) be allowed to cause such chaos in Thailand?
Should the vegetarians be allowed to shut down the rail stations until they get their way?
Should the lorry drivers be allowed to shut down the motorways?
